support and download renewal

Is there anyway to renew support/download renewal or just even download renewal? We already own a commercial license and just want to be able to download new versions of the software we already have licenses for.

We asked this in the past and were told we had to RE-purchase the commercial license? Shouldn't there be a discounted "download renewal" fee we can pay if we already purchased this?
