Toolbar height in FireFox

There is a difference in toolbar height between IE and FF. The height in FF is slightly larger than the one in IE. I tried to change the div height property, but while IE keeps the same height, in FF it is seem to have a minimum height, after that it will chop the toolbar buttons. In FF, you can see some padding around the toolbar buttons, but it doen't add those padding in IE.

The behaviour affects the controls alignment in the page and I was wondering if there a way to control the height in FF?

Please use attached css file instead of original one - it must work correctly in both FF and IE
